I watch very little telly (and it's possibly several years since I last watched anything on ITV) but perhaps it's an updated version of the cue dot?

Thank you both for your answers. Hc - no, it's only on ITV. I think Buenchico is probably right, as the black/white square has disappeared, so I assume it must be for an ad break.
