A few years ago someone at work left a tap on when the water supply was cut off and the overflow couln't deal with the water - consequently flooding the building the plasterwork was ruined up to about a foot off the floor - so moisture does rise.
My last house was stone walled and had both damp and was prone to condensation - getting a damp proof course injected into the walls sorted the damp out and was glad to get rid of the house because of the amount of condensation that built up in it destroying the wallpapaer especially in the corners upstairs.
