Apparently it's legal now.
Annette Mills was not actually the pupeteer, as Muffin was a string puppet who danced along on the piano to her accompaniment. Must be a sign of age - can remember that but don't know if I've had my lunch yet.

Lenny the Lion certainly was camp! Best not to think too deeply about children's programmes then. For example, why was Andy Pandy always dressed in his pyjamas, why was he very friendly with a bear and a girl (was it some menage a trois?) and why did they all get into the same basket, and pull down the lid,until the next programme?
