anyone have a clue on what a cv boot is on a car?

CV stands for Constant Velocity.  As dosset says, but not steering shaft but the drive shaft.  The CV joint is the outer most joint of the drive shaft and is where the wheel hub is fixed to (which your road wheel is ultimately attached to).  It's called CV since it allows, literally, constant velocity to be maintained whilst steering - i.e. drive is maintained when turning left/right.  The inner joints are at the gearbox end of the shafts.

The actual CV boot, as described by dosset, a rubber shroud (that looks like the leather/rubber cover at the bottom of the gear stick) and basically keeps the crap out of the CV joint and the grease in the CV joint.  If a boot was to have a hole in it then it would fail a MOT straight away and would eventually be dangerous since grease is escaping from the joint plus moisture/dirt is getting into the joint.  Ultimately the joint would seize up which could be very dangerous.
