They already know he is a disqualified driver. But they arrest him on a charge of suspicion of driving while disqualified.

If someone is found sawing someone's head off, shouting 'die you bar steward'; they are arrested 'on suspicion of murder'

It is for the courts to find him guilty of driving while disqualified not the police, hence the use of the word 'Suspicion'.

The mind boggles as to why he was driving whilst disqualified. He's such a high profile figure - instantly recognisable .... what was he thinking ???

Yes indeed, it's for legal reasons. Innocent until proven guilty, even if we all "know" he is guilty of whatever. Hence there is only "suspicion" until the verdict is reached.

could it be that someone has either reported him for the offence or caught him driving on a mobile phone? i haven't read any of the reports, so i don't know, but that is my guess.

Tevez, who was banned from driving in January, was arrested and taken to Macclesfield police station on Thursday evening after being stopped in a car on the edge of the town as a result of "information provided". He was taken to a nearby police station for questioning before being bailed. No bail date has been released.

There is no requirement to use the word suspicion on arrest, its just a technical safety net.
