Cars passing each other - (other vehicles parked on both sides of road )
The wing mirrors of both passing cars slightly touch each other - no damage
1.Should it be reported to my insurance company ?
2. When insurance company asks if you have had any accidents - does that count as having had an accident ?

Too trivial, not worth the hassle/paperwork just to give them evidence to potentially be used against you. It's not lke there's a claim; and the streets aren't all filmed and studied by the secret police, yet. Did the vehicles even bother to stop ? After all their was no damage. And if there were, the drivers know they'll end up paying for their own repair anyway, so no one has an incentive to report. Forget it.
