Who Right Of Way Is It

I have always thought coming up a hill gives that vehicle right of way, but if there is traffic parked all along the road going up hill, does that give the vehicle coming down the clear side right of way?

Common sense & politeness should prevail. It is generally acknowledged though, that the vehicle coming up the hill has the right of way - this dates back to the days of horse-drawn vehicles.
