To accept a fixed penalty speeding ticket you pay £100 and get 3 points, fair enough but they demand you send your actual licence too. For what possible reason? You enter the driver number on the NIP so they can check you have it and endorsements are all on line now anyway. So is this just some pointless jobsworthery or is there some reason for it? Thanks.

Why all of this is not necessary
The law changed in 2015. The paper driving licence counterpart was abolished. DVLA went over to a completely electronic system for storing penalty points. Before 2015 it made sense to post the driving licence in for endorsement. Courts physically wrote or printed the points on the counterpart.

There is no need to have the physical licence any more. Licence details are checked electronically with the driver number. Courts just send them straight back to the motorist after they enter the fixed penalty points by computer.

In fact, when drivers go to court, even for more serious cases, they no longer need to take their licence with them.

It is completely unnecessary for this rule still to exist. The police don’t want the licences, the courts don’t want the licences and drivers don’t want to send their licences off by post. But, the police and the courts have no power to change things. Only Parliament can do that.https://thedrivingsolicitor.co.uk/2018/06/16/post-in-your-driving-licence-when-you-accept-a-fixed-penalty-for-speeding/
