The UK Statistics Authority Chairman, Sir David Norgrove, e-mailed the Prime Minister nearly two month ago saying, “it is wrong to claim that there are now more people in work than before the pandemic began”.

How then, is his claim one of his, “Opinions, predictions, beliefs.”?

The thing which changes "opinions, predictions or beliefs" into untruths is the language used.

Stating that something "will happen" by a particular date is an exact statement. Stating that something is "Expected to start" by a particular date is a belief.

If the PM, or anybody else for that matter, is uncertain of a particular event or expressing a belief, than they should not express it as a factual statement.

mozz, we often use technically factual statements to offer opinions or beliefs. Eg "The Tories will win the next election" is an opinion/belief, if it does not come to pass that does not make it a lie. It's more common with speech that with the written word but it's a feature of English. I would never say instead, "I think the Tories would win the next election" I just say they will, in the same way football fans say their team "will" win the cup or whatever!

According to Full Fact there are more pay-rolled employees now than pre-pandemic. Perhaps that's what Boris meant. Other figures include the self-employed who are, obviously, not 'employees' and therefore not on anyone's pay-roll.
