If so, why? If the idea of speed cameras is to slow traffic down in order to make the roads safer, then warning drivers of speed cameras does make them slow down so job done.

Since no-one can discern the reason for any other motorist flashing their lights, it can't be illegal to flash to warn of a speed camera, since the oncoming motorist will not automatically assume that it is a speed camera warning.

You can legally flash your headlights to let other drivers know you are there, but I really can't interpret that satisfactorily. What exactly does it mean?

Exactly what it says barry - you flash your lights when your horn might not be heard eg, someone is going to change lane in front of you on a motorway or indicates to pull out as you are passing them.
