The National Driver Offender Retraining Scheme seems to be mostly for women, according to 'er NDORS
A friend of mine had the retraining course only yesterday, and the surprising thing she said was that at 31 mph rather than 30 mph, you would hit a pedestrian at 8 mph rather than stopping just in time, and take another 5 feet before stopping. Given that a brisk walking pace is about 4 mph, a car hitting a small child at 8 mph and getting to a stop another 5 feet later would be quite nasty - and that's just 1 mph more.

There are a lot of variables in there (road conditions, tyre wear, brake efficiency, drivers reaction time). You have to take what you're told on driver awareness courses with a pinch of salt but if it makes people take a bit more care then it's not a bad thing.
All the more reason for a pedestrian to respect the risks of crossing a road and not go strolling out in front of motorised vehicles, "safe" in the knowledge that those friends & family who survive & mourn them will find it easy to blame the motorist.
Agreed, but one thing is sure - if you stopped just as you met the pedestrian after starting at 30 mph, then you would still be moving and hitting the pedestrian if you'd started the car at 31 mph.
Yes, I got that bit. Having passed my Advanced Motorist test at 26 and having been a member of the IAM for over 20 years I know all about incremental differences and their effects.

With that logic, we should have no speed limits and make the "pedestrian to respect the risks of crossing a road". The whole point is that the limit is there for a reason.

It is a very valid point, especially with idiots walking round staring at phones.
