is it against the law for my 110 lb 5' 4", 10 yr old son to sit in the front seat of a car while in motion?

As you quoted the weight in pounds rather than stones I suspect you are in the US cnb123, it is legal in UK if they are wearing a seatbelt and that is the drivers reponsibility. Not sure about the US though.
