Norman, It is, as you say, not affordable but you shouldn't have a car if you can't afford it? I have to go without certain things to enable me to get the money in order to pay for it. I am on a reasonably low salary but I know that it is illegal for me not to have the insurance or tax so I damwell make sure I get it from somewhere. Why don't you?
If you were hit by someone, causing you long term suffereing and injuries but the other driver was not insured etc. etc. how would you feel? I must say I am absolutely horrified to think that any human being would drive around like it to be honest. Maybe I am old fashioned with old style values but if you can let me know seriously why, and can't afford it is not a reason. Even if you were on benefits, they work out more than I get, so that's no excuse!
