i have replaced the air conrol valve twice.now i only get hot heat wen i am driving .

If your Fester is around W reg, 2000, then this is a common case of Ford over engineering the old simple cable operated heater controls by replacing the valve near the wipers & the dash rotary switch with poxy electronic ones. Either can be at fault, try googling "Fiesta heater problems" & you`ll see quite a few postings.
