If she pulled out when you were already established, then you won;t be at fault. However, as she is apparently not insured, and doesn't have a licence, then all you can really do is:
1) claim through your insurance (assuming comp cover) and they can try and re-claim it
2) claim through MIB
3) try and get her to pay for your damage
This is assuming that she hasn't given false details, etc.
Like I said previously, no insurance or licence (whilst not good!) is no reflecion on who is at fault.
