Can anyone tell me how long can lapse between being "spotted " with no tax and them issuing the letter ? 3 months in my sons case, lesson hard learned but seems a long time to catch up with him, or is it irrelevant ?

I don't know the answer, but it is obviously at least 3 months from what you posted.

A lesson "hard learned" indeed.

Did son have an excuse?
You don't have to be spotted any more.

If your car is not taxed, or declared off road (SORN) then they just send you the fine.
