Ford fusion washer fault

A relatives Ford Fusion Deisel about 3 yrs old, has developed a fault with its windscreen washer which has started working intermittantly.Can anyone suggest why this occurs and suggest a remedy and also tell me where the washer bottle and pump motor is located. Thanks.

for fear of stating the obvious, not frozen is it .?? its located under the wing behind the plastic shield that can be seen behind the wheel (from what i can remember)

Thanks Chas2008.No it's not frozen.Had a feeling it was under the front wing.Do you happen to know if the plastic shield comes off easily ?

only clips but there may be some torx screws there somewhere
