Certainly a rebuilt head. I would have think it has bent several valves, and poss damaged some guides. Head off first! Rebuilt head and gasket set, new tensioners and chain would sort it usually, unless the engine was really motoring at the time. Only he would know! This job could cost several hundred quid tho.
Hi, this could be caused by petrol wash, usually occurs after being driven a very short distance.I have seen it on some VW's and jags, several possible cures, first and easiest is to try tow starting, second is to remove plugs and spin engine over, refit dried plugs, charge battery and give it a try, third same as step two but put several squirts of engine oil down all spark plug holes before refitting spark plugs. Also new spark plugs would help if any doubt about the originals. Good luck.
