A person working near me has a car on Polish reg plates. He has been here for nearly 2 years, does he need to get an MOTas his car is about 6 years old?

Yes. He needs an MOT to comply with UK law. If he ignores the law he will not have any insurance and if he has an accident then HE will be held responsible for everything.

You can't get an MOT on a car with foreign plates

I would think by now he is also breaking the law by not having the car reregistered in the UK
I should think so although the other day my daughter's neighbour's car drove through another neighbour's living room wall narrowly missing my daughter and six month month old son in the process. Lithuanian by the way no MOT on car and pleading ignorance. Excuse meeeeeeeeeeeeeeeeeeeeeeee?

He is not displaying UK Road tax so by definition can't have had MOT.

There are international agreements which provide for the temporary use of a vehicle in a foreign country for a limited time, usually 6 months in a 12 month period. It is the responsibility of the driver to prove how long the vehicle has been in the country. A visitor to the U.K. may use a vehicle displaying foreign plates, provided that all taxes (including vehicle excise duty) are paid in their country of origin. Once a vehicle has been registered in the U.K. it must display a current Vehicle Excise Licence and if over three years old be submitted for a Ministry of Transport Test.
just because you are not displaying uk road tax doesn't mean you don't have an MOT
If you want to drive a car in the UK without an MOT or road tax then fit some foreign number plates on you car. The police know noyhing about foreign registrations and the number plate identification cameras will log it as 'foreign'. By the way I happen to have some french number plates for sale......
Yes, where do you come up withthe assumtion that because it's not displaying a tax disc it has no insurance? The other way round would be correct.

You can get an MOTon non uk registered vehicle by using the full vehicle VIN (-vehicle identification number) with or without a registration number.
