Penalty Charge Notice
i recevied a Penalty Charge Notice from council...the reason for this Penalty Charge is:failing to comply with a restriction on vehicles entering a pedestrian zone...the alleged contravention was seen by camera...what's going on if i don't pay the Penalty?What can i do? They can take me to court? Can you help me on this? Thanks!

I think you can refuse to pay and go to court instead. But as there is photographic evidence the chances of getting off are VERY slim.
If you go to court and are found guilty you will get a fine , almost certainly more than the fixed penalty, and 3 points on your licence. The FPN is not a conviction and there are no points.
Remember 3 points on your licence will push your insurance up for the next 5 years as well.

All the council need to do to prove you guilty is to show the photo of your car in the pedestrian zone, time only comes into it if the zone is only a pedestrian zone at particular times.
The only defence I can think of is if you can prove that your car was not the one in the photo. If for instance there was a mistake in reading the number plate or someone has 'cloned' your reg no.

There are no points anyway. The driving licence you have is irrelevant. Anything that happens, happens to your driving record in the UK, even if you don't have a UK licence at all.
Are you disputing that you entered the pedestrian zone? Check the evidence they have and pay up or it will get very very expensive.
