Now I'm confused. The car in this situation is stopped on a crossing before approaching a roundabout and the lights are telling me it's safe to cross, yet there's a car in my way that I have to manoeuvre around. If it's not illegal, what is it, and why do we have a crossing for pedestrians when it's made hard to cross by some idiots that think the road solely belongs to them?
The Highway Code says the crossing "should" be kept clear not "must" and that is the difference.
If the Code says "should" or "should not" it is recommended. If it says "must" or "must not", it is backed by legislation.
