Parking across my drive

I live opposite a school and one woman keeps parking across my drive to drop off and pick up her child.I am at work so it doesn't affect me but my grandchildren go to the school so now and again my son-in-law takes them in his car. He can't park on my drive because she is blocking it and when he asked her to move she refused, I confronted her yesterday and she says that she can park there if there is not a car on the drive. Is this right ?
