parking ticket law

I was issued with a parking ticket for an expired pay & display ticket (5 mins) in Hounslow.
the ticket has no referal to an appeals process, a clear address for appeals or a time scale for an appeal.

Is this legal?

this is one of the councils shrewd cons,its to get you to pay double,only when you dont pay it and the double money letter comes,will there be details about where and how you can appeal,whether its legal or not,i dont know,but its very naughty

Why do you want to appeal? Your ticket had expired.

Just get back to your car eraly or makr sure you put enough in the meter
