I was driving down a road, i'm not sure if it is a 40 or 30 mph road but i was doing about 35 mph. There was a police officer on the side of the road with one of those speed guns, he didn't stop me but if i was speeding, would have had to stop me at the time or can they send me a fine through the post?

Just to clarify, it was a handheld gun, i'm assuming he was checking speed as i can't imagine what else he would have been checking

the few times i have been caught by those ones they have flagged me down there and then, they are the best ones too as you are dealing with a person not a machine.

I beleive that to send notice through the post they need hard evidence and they won't have that from a hand held speed gun.

And before the holier than thou all speeders should be hung brigrade start I've never been done by one, I was only ever a few mph over the limit

You may still receive a fine by post within 14 days, if you have not heard anything by then you are safe.
Unfortunately some police officers now shy away from personal confrontation, which does not give you chance to state your case.

I thought the old "they have to let you know within 14 days" was rubbish.

For a speeding offence you MUST receive a notice of intended prosecution within 14 days (or at least the address you provide or are registered at).

No NIP, no prosecution. But not all traffic offences fall within the NIP process.
