How can this be stopped?

I would really appreciate some help with this. I am aware that my brother's sister-in-law is driving illegally on what is probably a dodgy licence. As far as anyone is aware, she has never had a driving test, let alone passed one. She is driving her two kids, one of them disabled, every day to and from school on regular routes in a car that is believed to be a disability car and she has another car which she uses regularly also.
Now aside from the legal issues here, I am horrified to think that she is quite willing to risk it. Without a licence, she won't have insurance or Tax and she is risking her children's lives as well as her own and other drivers. I want this to stop but other than direct intervention from myself or another family member, I understand there is not a lot I can do. I have been told that the Police have been informed but the answer from them was "there's nothing we can do unless we routinely stop her for something else". It has also come to light that she may be using someone else's driving licence without their knowledge.

Contact Crimestoppers on 0800555111 either by phone or online and give them the details and where and when she regularly drives. There is nothing to stop the Police stopping her driving to check she has her licence, insurance and MOT . Road Policing officers will be more interested in this than ordinary P.C. Plod.

Just to clarify - I haven't reported this myself because it's a messy family relationship and I wanted to report her but was advised in no uncertain terms not to interfere so very reluctantly, I closed my ears and eyes to it....however, the worm is turning and I will be phoning crimestoppers as soon as I can. I can't see why they can't stop her if they have a reasonable suspicion she is driving without a licence/tax or insurance which they obviously now have having been tipped off!
Would it show up on the special scanners they have (ANPR or something like that?) as a flag up? Is there any tax/insurance on either of the vehicles eg insurance in the name of a partner?
