Is it illegal to change a flat tyre on the hard shoulder of the motorway?

There are more people killed on the hard shoulder of a Motorway than in any of the other lanes, people can change their wheels but with the utmost of care, if it's an Off/Side tyre pull as far to the left of the hard should put on your Hazard lights check your mirror if you are getting out of the Drivers side?? Why? I have seen many doors taken off with someone opening that door as a HGV passing & the suction can PULL YOU OUT, that is TRUE, If you have any passengers Exit them ALL from the passenger side & ask them to step well to the left or up the embankment whilst you change the wheel, & change the wheel as quick as you can & keep checking the road behind, it only takes a min to check the state of the traffic but don't take that min COULD cost you your life, when the job is complete & your passengers are back in the car, when re/joining the inside lane speed up to the speed of the traffic do not pull straight out as that again could cost you & others their life.

Of course, changing either the farside or the onside wheels is very easy but sometimes the driver's side is easiest of all. Changing either the left or right side wheels is impossible because nobody knows which those are - except all foreigners.
