Can't answer your question directly but when I heard this it reminded me of the Style Council ! ( .... but I'm probably barking up the wrong tree)

No sample is used. But a lot of great songs are instantly familiar. paul Mccartney awoke one morning singing a song - and for weeks would sing it to people and ask them "who sings this". He played it at a party on the piano and again no one had heard it. It was then he realised that he must have written the song in his sleep , the song was "yesterday" - a classic and the most record song in musical history.
