I think it is called "Lonely" or "Mr. Lonely" and is by a chap called "Akon". I also believe that the high pitched voice is supposed to be a Chipmunk!

To clarify - the song is Lonely by Akon and the sample is of Mr Lonely by Bobby Vinton (1965 you say, Clanad? I bow to you on this one!). It should be mentioned that the sample has been sped up - Vinton isn't quite that squeaky voiced.
