Rachmaninoffs first symphony, TV theme?

I saw a performance of Rachmaninoffs first symphony last night, and the driving theme in the 4th movement is familiar, I think it is an old tv theme. I'm sure it was a late night news and current affairs programme, we came up with Monitor, or In town tonight. Any suggestions?

Someone on YouTube says it was used in the 1960s as the theme for panorama.

This link below gives a histroy of the Panorama theme tune and does not mention it at all so maybe it was not panorama.

Thank you so much. I was reading that the symphony had a troubled past, one performance in 1897 conducted by an allegedly drunk Glazunov, lost till after Sergei's death, 2nd performance in 1945, and only performed in Engaland in 1964. Rach was quite unfashionable then, so it was quite a left field choice for a mainstream current affairs programme's themetune.
