It appears to be foreign lyrics, the only bit I can make out is something that sounds like 'down down deppo woh oh oh'. This is the chorus and is repeated several times.

It is a male vocal, kind of folksy sounding...possibly from the sixties or seventies.

Maybe it's a foreign language cover of Quo. But I guess that's a long shot.

yes sorry it did get off topic but as others have said, where have you heard it, have you heard it recently, how often do you hear it? So little to go on that it's hard to know where to start.
