Are there standard chord progressions in modern music or does everyone just have a go and see what comes out in the end?

The relative minor of the root chord (Am in the case of C) is quite often thrown in for tonal variation usual after the root chord. You may get more complex answers than these but it's been earning Bob Dylan a living for the past 40 years.
