Je T'Aime...Moi Non Plus
by
Jane Birkin & Serge Gainsbourg

1969
Jane Birkin born in England; Serge Gainsbourg born in France

'Je T'aime' was the most controversial record to appear in the UK chart during 1969- if not during the entire 1960s. It was basically a simple vocal duet with heavy breathing from Jane Birkin accompanied by a light orchestral backing.
La Bamba by Los Lobos - Number 1 in 1987
..I believe it's "la Bamba" by Los Lobos a no1 for 2 weeks in August 1987, though there have been several No.1s since with part English lyrics (but not entirely in a foreign language)...

what about that annoying europop, las ketchup song or whatever it was - that was in spanish(?) and i think it got to number one last year

I think that Ketchup thing had English lyrics in the verses when it was released here.  It was originally in Spanish, although the chorus always consisted of made-up words.  It was number 1 in October 2002.  If that's not it, I suppose it must be La Bamba.

Did "Bamboleo" by the Gypsy Kings get to number one in late 80's?
