Belle & Sebastian. The track is "The Boy With The Arab Strap", fromthe album of the same name (1998) - which comes highly recommended.

It's Belle & Sebastian, 'The Boy With the Arab Strab'. Its a cracking tune and album which i highly recommend you add to your collection.
