census 27th march..what is the relative time of declaration?
typical government 'servants',
nowhere can i discover the relative time to which many questions relate.....
logically it should be 23.59 on 27th march.....
why dont they say?
with kids staying for a sleepover on saturday/sunday are they to be included if i fill out the form after breakfast?
if you are having a party on sunday night with a go home time of 1.00 am on monday do you include the 'stickers' but exclude the lightweights who leave before midnight,
presumable (only) a small amount of thought has gone into the compilation of this form,
much of the data will be useless

It refers to the night of 27th-28th March. There's no set hour. You basically need to say who is resident at the address on that night, even if they're moving out the next day.
You'll need to state whether anyone (who is not normally resident) is staying with you on that night, so that includes anyone who crashes at your place at 2.00am on Monday morning. They should be included as resident on the census form for their usual address - you won't need to fill in the form for them.
