“Independent analysis suggests that the cost of the proposed reforms will be a minimum of £453m (2011/12 - 2015/16); £101million more than the entire cost of running police authorities during the same period, and the equivalent cost of over 600 police officers."
so doing some sums adding a bit here and a bit there, factoring in shift patterns, sick days, annual leave, bank holiday, christmas, riot duties and the monthly edl march police monitoring team.
i'd say .... 600 ?

Labour propaganda, nothing more nothing less.
/// The net costs of introducing the PCCs is therefore estimated here at £55 million (£50m for elections and £5m for transitional costs) and not the £100 million or greater figure that Ed Milliband claims. However David Cameron also announced that the Police and Crime Commisioner elections would be held separately from local elections at an additional cost of £25 million. Including this we can estimate the net costs at £80 million.///
Apart from that nothing has been set-up yet, it still has to go through the Lords etc.
