Should a British politician currently in India to promote trade with Britain, be allowed to address a Goan Congress campaign rally, in support of the daughter of a personal friend?

No, if he did that it is wrong. A British MP on a Government paid for trade mission should not be seen to be supporting one side or the other.

If his trip were personal, and he paid for it himself, then it would be allowed but it would still be poor judgement.

Imho there has always been something slightly off with Keith Vaz. I can't offer evidence of any sort but I feel Iwant to wash my eyeballs after seeing him

Certainly the dodgiest MP in the commons... by a long way.
I've always believed that if you had a camera and following The Right Hon Keith Vaz MP around for 10 years taking random photos of him day and night...in every single shot, he would be looking smug.

No - he should not be making partisan addresses in another country whilst serving as a minister of the crown.

The equivalent would be for a serving US senator coming over to give a pep talk the Labour party at it's annual conference.
And whilst we're on the subject (which we weren't - I'm just changing it for a moment), why do we need MPs or indeed Prince Andrew, to promote British trade? Surely the best people for that job are British industrialists - people who know what they're actually talking about?
He seems to do what he wants, when he wants.
