This crime has little to do with sex, and a lot to do with power, as advised by 2shortplanks. Rape is never about sex, it's about robbery with violence.
This is the pinacle of a malaise in our society where children are not taught to respect themselves, or each other, and in that issue does lie the problem of indiscriminate sexual activity because children learn little of love and affection, and how these are expressed in context.
The issue of parental responsibility is fundamental to these problems. We have one, and another coming up generation of people who have no parenting skills. the extended family which used to reinforce appropriate behaviour and respect is virtually defunct, and society is adrift with no real sense of direction.
I wish I did know what the solution was - but what I do know is that it is a multi-facted issue, with no one simple solution to be put in place.
The reason for this type of crume? A need to 'belong' fosters the gang culture, leading to a disproprtionate idea of what 'respect' really is.
The government's wilful neglect of funding for nursery education - where these behaviours can be discouraged, and respect and belonging can be fostered - has a massive amount of responsiobility fot the problems of young people in later life. if they could ditch the obsession that everyone wants to go to university - they don't - and put the money into proper pre-school and early-school care where chikdren are taught right from wrong, which they so badly need - we would see the next generation with the attitudes so sorely lacking in this one.
