The Texans do - some 12 to 25 a year.....Oklahoma I think has the most....and it doesn't seem to have much impact on criminals, mind you the sentences are much harsher too, an look at their numbers ....and if Federal, you only get a 10% parole deduction. I could be cynical and say that it's one way of employing folk, as prison guards.
