Well, it might be "apartheid in football" if they were forming a black players only league or similar - are they? Do their articles of association propose only passing to other black players, or only tackling white player? No, they don't, so a hyperbolic question really.
Most of these bodies to which you refer ( rather like the society of black lawyers, and the national black police association) are formed to promote initiatives that reduce discrimination based around race/ colour, a discrimination that has been around for centuries. None of these organisations are promoting any kind of apartheid or anti-white agenda.
No question that Britain is far more equal and tolerant than it once was, and no question that it is probably the least racist country in europe - but that does not mean that all the battles are won, that discrimination has disappeared.
If some black players wish to form an association devoted to fighting racism because they feel the current measures and initiatives have stalled or become complacent, that is entirely up to them it seems to me.

<Will the white players also be allowed to set up a 'White Players Association, so as to protect their interests?>
they could if they wanted to.
why do you always think that things have to be 'allowed' or not?
who is this big boss you imagine you have to ask permission of all the time?
Yes there is International Women's Day. But there is also International Men's Day. And if there wasn't - you could start it
Yes there is Gay Pride. And if someone wanted to start Old Git Pride no one will 'disallow' it.
Presumably 'white players' don't feel a need to form their own association otherwise they would.

What interests would white players be protecting?
Are you talking about the racial abuse the white England under 21s were subjected to in Serbia?
If so, then I totally agree with you. There's way too much racism against white players, especially when playing in overwhelmingly black countries such as Serbia and the Ukrane.
Also, white players are notable by their absence higher up the hierarchy in football management. I can only think of one white manager in the Premier league...and where are all the white coaches? And how many members of the FA board are white? None.
This form of insidious racism needs to be addressed and if a white players association is the way to go, then I'm completely with you.
