Do some hate the Police and justice so much that they refuse to help to bring killers in their own communities to justice, or is it a simple matter of just being scared of the consequences if they do?

I knew a case where a man was killed in a club. Obviously there were eye witnesses, a few of whom gave statements identifying the killer. By the time the case got to the committal stage these witnesses had suffered mysterious memory loss and they didn't know anything much about it; they had seen nothing. The defendant was a young man with a wealthy father, known to the police. The witnesses had been bought off
