Foxes aren't protected you can shoot, poison and trap them all day long
You just can't chase them across fields and tear them apart with dogs - if getting rid of vermin is the main intent (which it isn't) it shouldn't be a problem

The answer for me is neither by the way. The hunt around here went out last Tuesday - no foxes caught. Better than last time when the plonker of the huntsmaster managed to end up on the A30 with 60 horses, including 8 and 9 year old riders and all the dogs. Two dogs were hit by cars, fortunately nothing serious either way but, IMO, he ought to be well and truly boll-ocked for that as it endangered not only the hunt but people innocently passing by in their vehicles.
