That sounds like the Police Property Act PP, whereby the boys seize anything as an exhibit (!) even though the bloke is not charged, and hang on to it until he troubles the magistrate for an order for it to be restored. The Proceeds of Crime Act covers a whole range of offences and enables the court to make an order for payment of whatever money it thinks appropriate, quite regardless of whether any particular object or sum is found and shown to be bought with money from,or obtained by, any particular crime
