1. There were too many firms for the market to sustain. Everyone jumped on the bandwagon and the number of firms peaked. But now we are seeing a readjustment because there isn't enough work to go around.
2. The lack of growth and recession in the economy means their potential market is shrinking or is stagnant.
3. Small firms and councils are keener to fight them as money becomes scarcer. In the past, admitting a £1000 liability was often easier and cheaper than fighting it. As money becomes tight, then they will try to keep every penny.
I suspect this is one of those stories which shows how badly the economy is doing, but it is dressed up as good news instead.

I'm disappointed...
I love getting calls from these firms. For me, it's a chance to have a laugh.
I simply pause the telly, pick up the phone and act up.
My favourite one is to pretend to be a Nigerian who has money to export out of the country. It works brilliantly with PPI calls.
Also, pretending your deaf is great...especially if you have a speakerphone option and you can get your friends/family to keep quiet.
"I'm sorry mate...I'm a little hard of hearing, could you say that again?"
"What was that? Could you speak up please...I know I took out PPI with five of my credit cards...and I've been looking to claim, but I don't know how".
That hooks them...and then you just reel them in.

Rather an extreme opposite view there Gromit, but I would expect nothing less from you to force forward your political views.
I suspect the answer lies in between all the reasons for the decline. However I cant really see your point 2. If things get tighter the more the something for nothing brigade will try to screw someone else for money.
