Apparently the old "Approved schools" still exist (or at least existed in the 1980s), in a different guise, as community homes. After admittedly only a short search I can't find any such homes around on Google, at least not the ones I was looking for. This appears to be the closest:

It sounds like a good idea on the face of it. By no means should old ideas be ignored simply because they're old.

It sounds like an excellent idea to me. What is the point in keeping these young men and boys locked up all day ? One of the main reasons that these lads are incarcerated in the first place is that they are lacking in basic education and skills. Illiteracy is a huge problem in prisons all over the UK.

Lets do something about it and if the old ideas can work, than play on !

they weren't if you knew what being in an approved school actually meant,
a relative was a bit of a tearaway, not bad, just a bit off track, he ended up in one of these places, the brutality was beyond comprehension.
