How do some manage to swindle our benefit system, when those who have more need to these benefits find it very difficult, if not impossible?

Let me try and explain, his wife wears a burkha, (hence the mention) yet she has a need for designer clothes, I am not an expert in this kind of thing but I don't think one can buy designer burkhas
