Just found this today. What I find amazing is that all the passers-by just stood and watched while this horrible woman committed this serious assault.

Here's more to your story mikey from your favourite paper. It says it happened in Brum and the attacker had parked her VW Touran in the middle of the road, blocking traffic. She was asked how long she would be and this was her reaction.

bystander effect - not well defined I thought
Here people didnt want to start scrapping with women -and wouldnt therefore expect anyone else to intervene
whereas the bystander effect is everyone standing by thinking someone else will intervene.
Famous event in holland 90s when everyone watched someone drown in a gracht because they thought another ( any other ) would jump in. Lots of television chest beating after that

Clearly I came from an area where this type of thing was not common place. My era was the 70s and 80s and I would be out clubbing every weekend and frequenting the pubs, I hung around with bikers mostly. Ok not the biggest cities in England but Exeter, Torquay and Paignton were know trouble spots at night. Generally speaking if there was going to be trouble that is where it would have been.
Of course I witnessed the odd fight but very rarely were people fighting in the streets and even more rarely was it women.
Even now, I rarely witness fighting in the streets, I do see a lot of people staggering around drunk but rarely fighting.
I think I have been very lucky in the places where I was brought up and then where I chose to live.
