Seemed reasonable to me on most fronts until I read it alerts on twice the legal driving limit. Now that limit is a good for driving but if you are out on the lash it is not that much. Could be as little as 3-4 pints for some people, especially if they were drunk fast.
The other problem is that policing of drunks is going to fall on the bouncers. I can tell you from past experience (many years ago admittedly) preventing someone from coming in a club is not always easy and pleasant work, especially if they are fired up on Special Brew.

It was decided long ago by a member of the judiciary that police officers would of all experienced drunkeness sometime in their life. It was adjudged that a police officer could be an "expert witness" in cases of drunkeness and state, in evidence and under oath, "He/she was drunk your worship" when finalising the evidence. If police officers can judge states of sobriety then I see no reason why door managers have to resort to an alcometer.
I've never been on a door obviously but I've walked in past many a bouncer. I also personally have known 1 or 2 . You make out they are saints. They have to deal with drunken scum and therefore it attracts types who also like a scrap. they let in friends and take offers. Not all of them but really I'm not sure why you think that was unfair. Both the bouncers I know actually enjoy it when they have to get stuck in, it's what they looked forward to.

Something seriously wrong if they can not tell a violent, or about to be violent, individual without an alcohol test. When I drink too much I don't get violent, I want to fall asleep. Others can get violent without wanting an excuse.
This seems flawed from top to bottom to me: sounds more like a case of, "Come in here sober and buy at our extortionate prices all night, or not get in".
