There is a big difference between dealing with a matter internally, and 'hushing it up'.
had Clarkson not been such a high profile figure, with history in the area of bad behaviour, it probably would have been dealt with as an internal disciplinary matter. Because the media, and therefore the public, to whom the BBC is responsible, became aware, they had to be seen to be following correct procedures.
I think it would be a million miles away from a cover-up if no-one outside the BBC heard about it.
