Although blurred these days the distinction between shall and will is as follows:
In the future tense, I, we, shall... (first person)
Everybody else, (second/third person) ...will.
When emphasis is required, especially in the form of a command these are reversed, I/we will...
Everybody else shall...
Confused? I used to be.
This complicated by the fact that shall and will are frequently abbreviated to 'll.
