What is very telling is thatt he UK electorate has not been tod what their Prime Minister is trying to achieve with these negotiations. They don't know whether he is aiming for a reduction in free movement of people and their ability to claim UK benefits and to put a stop to "ever closer union" or if we are to simple be allowed to sell bent cucumbers again.
Thus the electorate has no idea whther the talks have been succesful or not. They therefore need to adopt the position that, unless they are told otherwise, no meaningful changes will be achieved. So the answer is vote Yes or No on what you have now because it's the best it's ever going to get.
